Major program restructuring — Nov–Dec 2025: SECNAV Phelan cancelled the last four authorized Constellation-class ships (FFG-64 through FFG-67) on November 25, 2025. Only FFG-62 Constellation and FFG-63 Congress will be completed (both at Fincantieri Marinette Marine, WI). A replacement FF(X) program based on the NSC Legend-class hull was announced December 19, 2025; HII/Ingalls awarded a $282.9M lead-yard contract April 28, 2026. FFG-62 delivery slipped from April 2026 to April 2029 (36-month delay, ~12% complete as of Nov 2025).
