Context
PB27 Shipbuilding Plan (May 2026) counts MUSVs in a new "Total Naval Vessel Force" alongside battle force and auxiliary ships: 39 unmanned vessels in FY27 rising to 83 in FY31, with 47 MUSVs funded across FY27–31 (OPN). Smaller unmanned systems are not counted there. In 2025 the Navy merged its LUSV and MUSV programs into the Modular Attack Surface Craft (MASC) program (CRS, Jan 2026), and the FY2026 NDAA (Sec. 122) requires a 720-hour continuous operational demonstration before medium or large USVs are delivered. SECNAVINST 5030.8D does not count unmanned platforms in the battle force.
