Context
PB27 Shipbuilding Plan (May 2026) invests $135.8M in the Orca XLUUV in FY27 and organizes undersea investment across all four UUV size families. The Navy accepted the Orca test asset (XLE0) in Dec 2023, with Orca 1–5 to follow (NAVSEA). The FY2026 NDAA (Sec. 1020) exempts Navy USVs and UUVs from certain NAVSEA technical-authority requirements. SECNAVINST 5030.8D classifies UUVs by diameter and does not count them in the battle force.
